柯文哲今天(14號)下午兩點，首度到台北市議會施政報告，國民黨團決議發動杯葛，國民黨團書記長陳永德說，國民黨議員絕對「磨刀霍霍」，會針對中捷案、皇帝市長、山老鼠、三億男等議題發揮，不會輕易讓柯文哲上台報告。至於民進黨團總召吳思瑤表示，黨團不會發動杯葛，不過個別議員可以自由發揮。(林麗玉報導）

台北市長柯文哲14號下午，將首度到北市議會施政報告，過去北市議會一向走溫和路線的國民黨團，十六年後變成在野黨，這次也將發動杯葛柯文哲市長上台報告，國民黨團書記長陳永德說，一定不會讓柯文哲市長這麼輕易上台，不必甲級動員，國民黨議員一定全員到齊，絕對會磨刀霍霍，針對柯文哲上任後，包括中捷殺人幫兇、顧問議題、資料洩密、、皇帝市長、山老鼠事件要不要向分局長道歉等，杯葛柯市長上台報告。國民黨議員吳世正說，國民黨議員的杯葛會就事論事，像是柯文哲市長的傲慢、不尊重專業，還有一百多件公文不公開，提出權宜問題杯葛。

至於民進黨團，總召吳思瑤說，黨團不會動員杯葛，不過如果有個別議員有需求，就讓議員自由發揮。而過往市長施政報告，總是開第一砲的民進黨議員王世堅說，她已經準備好道具，不過如果國民黨杯葛的力道太弱，他就會補上一槍，他反對一堂和氣。
